maxNeurop is not being enforced #63

The value of ops0.maxNeurop in the master_file doesn't seem to be getting enforced. I set it to 1, and consistently get neuropil coefficients greater than this.

Thanks for flagging this. I fixed it, and also set the default to 1 in the master file.
