Release Notes:

• Adding dockerization to dev and prod releases
• Changing cache generation, now does not use file records end point; scales with datasets linearly
• Reports and uploaded view files now being pushed and received from s3 bucket
• Github actions for generating 'requirements_frozen.txt' file implemented
• Cloudwatch configurations for better logging
• timezone function deprecation fix, will need further attention when looking to upgrade to django v5
