Make the current codebase compatible with Django 5.0

Django 5 has been released and is the latest install if we don't constrain the version. We have a few incompatibilities:

[x] time zone deprecated
[x] django-filters is pinned to a very old insecure version, incompatible with Dango 5, upgrade all filters
[x] python 3.11 Django 5 tests passing
[x] python 3.8 django 4.6 tests passing
