Update project roadmap #5251

The current roadmap page at https://github.com/cortexproject/cortex/blob/master/docs/roadmap.md is out of date.

It would be great to update this page with features that are upcoming and features added in the last few quarters since 2021 to present. This would help create visibility for the excellent work by all current project contributors as well as provide status on project currency to help drive adoption by more end-users.

A couple of suggestions -

  1. Start a new workgroup for the project where folks can contribute to maintaining project docs including roadmap. This is common practice in other projects such as Kubernetes and OpenTelemetry.
  2. Invite product managers, tech writers and anyone else interested in contributing to help maintain project documentation. Publishing a CNCF blogpost for call for docs contribution may help.
