Create pyladies-blr.json

Thanks so much for submitting your YoTube channel, @sayantikabanik! Just two quick requests:

• could you rename the JSON file to pyladies-bengaluru.json or pyladies-blr.json (this way it’s more consistent with other files)
• do you want to add an RSS feed for your YouTube channel to share the content? For you, it should be: "rss_feed_youtube": "https://www.youtube.com/feeds/videos.xml?channel_id=UCRF8Cf4Ppe4OFed4zbgujjg",
