New module: Tout = Tricorder OUTput

This module will be the inverse of Tin. When there is a vector-sender module on the left, it will provide the vector in (X, Y, Z, P) port format. This will allow me to sneak a vector out of Elastika without breaking backward patch compatibility. It also lets me avoid cables crossing Tricorder's display area in some cases.
