Point source response in inertial coodinate (e.g. galactic) #98

This makes it possible to fit data binned in galactic coordinates --i.e. PsiChi which is binned in galactic.

I added an example on how to use it at the end of docs/tutorials/DetectorResponse.ipynb

Note: This PR includes the changes from #69, so 69 needs to be merged first

@eneights I fixed the issue with the units that you found. Thanks. Please give it a try again. I also reverted the commit you made to this branch, I can see that the change itself was already included in #100
