bug: `hermes` relayer config directive does not consider chains #402

Overview

In the config file for the relayer directive, there is provision for config matching the hermes config.

But it does not consider [[chains]]. We need to expose this somehow too. A little tricky with config chains vs chains in the relayer directive.
