rename to cosmsec #11

Summary

We should rename the repository cosmosec or cosmossec or csec (short is nice I suppose) and then break the "fork" and make a release, so that we can use the nifty download tools -- or part ways with the installer and

go install github.com/informalsystems/csec@master

probably the go install route is better than using an install script.

since I'd like to install this software more easily, I am forking it and renaming the go module and repository to github.com/notional-labs/csec
