Test distribution more thoroughly #161

Distribution is currently unit tested. It should be tested more thoroughly.

Doesn't it is address the same issue than https://github.com/cosmos/interchain-security/issues/157 ?

Ahh good point @sainoe I should add more info. I mean to use some kind of automated testing like model based testing or another method.
