Deprecate soft opt out #1927

Problem

When we release PSS, soft opt out will not be needed anymore. The existing consumer chains, Stride and Neutron, would become Top 95% chains.

Closing criteria

Deprecate soft opt out. Remove as much code as possible in relation to soft opt out.
