Problem

To cut ICS v5.1.0 from the release/v5.1.x branch the following items need to be checked:

[ ] changelog is correct and includes all the prior ICS versions and latest changes
[ ] all E2E tests are passing
[ ] doc reflects the bump to SDK v0.50.x
