added a dummy tests and CI scripts. please enable a branch protection feature.

this would basically ease the effort of the first comer to understand the code, since the number suggests the order in which the code should be read. it also looks good on Dired buffer.

per-file descriptions on top of each file is good for readability. pair is an example implementation, so it would be better to put it in a separate directory.
