Update localizations for CotEditor 4.8.0

Hello everyone. I decided to release CotEditor 4.8.0 in late March or early April. So, please localize the strings below.

FYI, CotEditor recently finished the migration of localized strings format from the legacy .strings to the new String Catalog (.xcstrings). This new format, recommended by Apple, makes localization maintenance easier than the legacy one but becomes a bit harder to find unlocalized ones from multiple strings files because searching the FIXME: tag in the project doesn't work anymore. However, since I feel the current localizers prefer posting the translation in the issue thread rather than making a PR, no change in the localization process is probably required for most of you guys related to this change. Anyway, I accept both thread posting and PR for further localization updates as before.

In addition, I also updated the localization section in COTRIBUTING.md for this repository. There is nothing you must confirm, but I just let you know that the localization process in CotEditor became better documented.
