Update public nodes URLs #458

The current list of monitored nodes is updated with public tezos-nodes published on various platforms.

This list can evolve, by either deprecating tezos-node that aren't available anymore, or adding new tezos-nodes that would be publicly accessible.

JSMEPath *.rpc_urls[] running over the URL https://teztnets.com/teztnets.json provides a list of known nodes.

idea : use a github action (for example https://github.com/fjogeleit/yaml-update-action ) to update the list whenever
