Adding a Dockerfile that works in Centos :) #4

This series of commits will build a Docker image from OpenELP compiled on a Centos 7.1 system. The image can be run on any Linux distro with Docker installed, making it easy to setup and run.

Once this is merged - the next steps would be:

Automatically build & push to Docker Hub from the CI process
Do the same for Windows

The whole "devel" branch thing wasn't really working. Let's rebase this against master and squash the commits into 1 commit and try again.

Sorry for the trouble. Still exploring how I want the development model to look...
