rewrite with minimal VM #3

We need to have the binaries pre loaded for marketplace. That said we shouldn't install.

Still working on this. Going to use the couchbase-cli

I'm starting to think we're going to have a github version and a marketplace/quickstart version. The github will do on the fly downloads so we can develop at a better pace. The marketplace/quickstart will inevitably lag that.
