Maybe Cloud Launcher can't make service accounts?

Reminder - we used the Service Account because of the Runtime Config. We can't use deployment metadata because that would require creds for gcloud to be passed in.

Confirmed - Cloud Launcher can't make Service Accounts without some sort of exemption.

Made changes to use the default service account. This seems to work now.
