2.13 Sucks, Implement Newer APIs #45

While the Service Catalog is languishing in the dark ages, there appears to be community desire for newer versions as they are more feature complete. I personally would like to see this too because then you can asynchronously provision service bindings, these can have status checks to gate readiness and thus improve testing.

2.14 is supported by svcat 3.0.1 by the looks of things, will add to a new release in due course.
