General Bug Fixes and Improvements to Smoothie. #2

Bumped Python Version from 3.9 to 3.10.

Added Features:

  1. Added Av1an Support.
  2. Config File generated in Executable Directory.
  3. Improved Encoder Detection using ffmpeg.
  4. Use .vpy arguments with vspipe.exe. (FFmpeg only at the moment.)
  5. Auto Download .vpy scripts.

Fixed Bugs + Improvements:

  1. Fixed --y4m warning when using ffmpeg.exe.
  2. Use Strings instead of Lists in render.py's Render Function.
