Added a RHEL8 package.

I'm not a centos expert but I'll spin this up in a docker container and make sure everything looks good.

Was mailcap included as a dependency to get /etc/mime.types?

Yes, I included mailcap for mime.types.

I have auto-built from the spec on copr, if this helps you (works on RHEL7 and RHEL8): https://copr.fedorainfracloud.org/coprs/sbluhm/os-tools/build/1675415/
