Could this be done by defining an activity with start & end dates during the decompression window (say I push out a 'system testing' activity by two weeks, I could add a 'delay' activity in those two weeks as a predecessor) that counts towards direct cost but doesn't count towards earned value? And then I add however many team members (with AND of the resources) to that delay activity as I want to include as being impacted by the decompression delay?
