add ranks to weapon mod checks

make <check weapon> return the ranks for the mods installed. 
i.e. Power Cell: power pulsator (V)

(i have rank 5 for all 3 mods here):
check pistol
You check the Arkanian 13b Heavy Pistol and discover that it has the following
components:

   Chamber: broadened
Power Cell: power pulsator
     Scope: crippling

It was last recharged 5 minutes and 12 seconds ago and has 26 shots remaining.
The remaining time on its energy cell is 5 hours 6 minutes and 48 seconds.

It would be nice to have standard adjectives for all 5 ranks, rather than the 
roman numeral in parenthesis, for the short descriptions as well.  How about 
something like:

basic
improved
standard
advanced
superior
