end deprecation phase for permission-related features #737

https://github.com/avenga/couper/pull/734 re-introduced beta_-prefixed features that were un-beta_-ed with https://github.com/avenga/couper/pull/673 in order so start a deprecation phase. This phase is planned to end with Couper version 1.13.
