I'm having this exact same issue... Did you solve by any chance?

I had this issue and have no idea about Python however created a lot of print() requests into edx_dl.py and util.py to assist debugging.

Discovered that it couldn't find youtube-dl which in my environment appears to use ..\Scripts\youtube-dl.exe.

Had a PATH to C:...\Scripts\ but hadn't rebooted, need to reboot to take affect in Windows.

So if this is same issue add C:...\Scripts\ to you PATH and retry.
