Add a list of problematic sites and the list of ARTIC primer locations. If the call comes back as reference in one of those sites then it could provide a warning in the notes

Scorpio now allows an optional list of mutations to be added via command line - this should be good enough for this use case so I am closing the issue unless someone want's this feature
