More context about countries would certainly be useful. Do you have an idea of a source?
I don't know if the WHO as something about it: https://www.who.int/emergencies/diseases/novel-coronavirus-2019/events-as-they-happen
seems hard to imagine that there will be single events that will have a visible effect. I agree that it could be useful to know e.g. when Italy shut down travel, but it seems like this would need to be curated manually and it's not clear to me that it's worth the effort....

Fair enough. I was thinking that it could be valuable when forecasting since successive protocols should hopefully have an impact.

They could be added somewhere on the graph with good hover information.
