[WIP] How It Works in-app notification and screen #501

Set & show How It Works in-app notification in Dashboard fragment. How It Works in-app notification is shown the first time after app update/install. Once the user opens the How It Works page or closes the notification it won't appear anymore. The user can open this page via Help.

"How It Works" in-app notification is hidden when the "Recent Exposure" notification or "Outdated data" notification is shown. After closing one of these notifications "How It Works" notification reappears.
