BEL.R and sciensano.R - data for Belgium up to level 3 #13

If not called by covid19, these R files produce data.frames and seem to be inline with the contributor description. However, when called by covid19, warnings regarding date are issued.

Maybe it is due to the fact that the data source doesn't provide observations for each date and for each province and city?
