Belgium - level 1 and 2 data #18

New: level 1 data now only added to the data.frame if level == 1. First, level 2 data is computed and, if level == 1, then level 2 data is aggregated, additional data vectors that are only available for level 1 are downloaded and added to the aggregated level 2 data.
