updates with new official information about AUS, BEL

Hey, nice work, thank you so much! I just made small fixes:

id of Flanders, BEL was not matching
key for pop_female in AUS was miswritten

Hi Martin, thank you for your answer. Well, I think that as regards the data on belgium, it may be questionable to enter the names of the cities (the data I wrote are related to the whole region, so the city could be misleading). Also with regards to flanders, I was sure that "flemish" was used to call the residents of flanders, but I don't think it's important. Let me know what you think :)
