Changes in helpline fields for each city #117

The helpline logic needs to be changed

  1. Disable the fetching of helpline tweets
  2. Remove all existing contacts for the helpline field in our database
  3. Write a script to manually add helpline numbers to our contacts DB for each city belonging to the respective states. Find the contact numbers for each state here. Remember to
  4. There will only be one number for helpline for each city. In the above pdf, some states have 2 numbers. Keep only one (use the landline one and not the tollfree one, discard the numbers starting with 1800).
