Added a source for Sonoma County, California, based on this ArcGIS FeatureServer that powers the county’s COVID-19 dashboard.

I hadn’t noticed #156 already added a Sonoma County scraper that was still working. So this PR is now just a refactor of that scraper to use some newer utilities and ensure the correct time zone.
