Don't show onboarding pager to user if they have seen it in the past #18

We don't want to show the same page to the user if they have seen and scrolled through it once. Generally not considered as a good UX.

Minor fixes which I made and committed

  1. Position should be 4, for when we toggle the switch.
  2. If the switch is toggled, go to position 4 in the pager. Not to the permissions screen. Because the user may not have swiped over to the permissions screen yet.
