Reset password modal styling updates #391

Resolves #383

Changed styling on reset password modals to better fit the components.

All modal headers should be <h3> instead of <h2>. I think the merge conflicts may address that. Once that is addressed, I think this is good to merge.

So here is where the change should be.

Was testing locally and the error messages that appear move the elements around a bit vertically. When the messages appear, no elements should move for the user. See video here showing this
