chore: rationalise ExtensibleFallbackHandler helper functions #141

Problem

Current common use cases aren't defined (such as adding IFallbackHandler methods, adding domain verifiers etc).

Solution

Liaise with stake holders to define the functions / API required for integration with down-stream repositories.
