feat: Implement rank by surplus calculation in autopilot #2494

Problem

Rank by surplus should be calculated on the autopilot side. There should be a check for each settlement if the score is equal to the winner provided score.

Additional context

This is already started in https://github.com/cowprotocol/services/pull/2436
