Ensure webhook updates are processed by the REST API controller #108

Related to #100: the REST API controller endpoints are only available when pretty permalinks are enabled. The plugin should detect this and inform the user of this necessity.

This implies that remote updates are not available on the settings page when pretty permalinks are not enabled. The settings page should display this as an informative message.
