Merge in rst support from g2boojum/vim-pweave #2

Merged and standardised versions.

Changes:

I removed support for .Pnw, .pnw, .Plw, .plw, because they're file-agnostic, and I'm not aware of an easy way to decide which filetype to select.
changed names to pyrstnoweb and pytexnoweb everywhere.
Licence from g2boojum

Looks basically fine to me. But I'm not sure I'm the best person to maintain this plugin going forward. I'd be happy to delete this repository (leaving your fork as the best version), or transfer ownership.

I'm easy. I also just gave up on Pweave, it's too light for what I need. I would have made a pull request to @g2boojum's repo, so that they'd all be tied together, but github wouldn't let me.

In the spirit of OPEN Open Source, and to tidy this up, I'll go ahead and

merge this
do some of the cleanup noted above
give commit access to you and @g2boojum and @mpastell in case any of you want to make changes in the future
