Last_time_synced should be created and saved in the app on not rely on the web API #53

Is your feature request related to a problem? Please describe. Currently, the read API provides the newest timestamp of the heart rate data. This timestamp is need used to limit the query of the HealthKit data in the app. The downside is that if the read API is down, the app might crash.

Describe the solution you'd like the last_time_sync timestamp should be generated and kept in the app.

This is solved in Cozie v3.
