Perhaps the best way to go about this would be to limit the overall chat of the entire table. Then give people (within the fixed number of allowed message per minute) time depended on their chat activity. This way you would create an environment where everyone gets to talk in a controlled manner.
I'm, as well as a lot of other people on this website, not a native speaker and I'm not able to keep up with everyone's messages when people start to spam. Especially not, if sentences are split up into single words, This is the reason I'm avoiding 1700+ games most of the time.
Some people use spamming as strategy and you could make the argument here that that's comparable to winning an argument IRL by being loader. While I think that's a bad way to play this game, I do agree that it would be bad to apply this option to all games, period. I do think though that IRL people would shut a spammer down, and in this game, you don't have that kind of option. You cannot prevent other players from spamming, in IRL you do. And that's why I think this option should exist
+1 I dislike the 1700+ games and their playstyle for the very same reason. We should have both options available - unlimited chat and slow chat.
a) I'm fluent in English and still find it a pain to read through everyone's spamming
b) I find it a pain to spam in order to be heard
I'd like to have a game option that limits the time people can chat. Like for example you have to wait x seconds before between messages. Some games involve in a spam fest and I'd like a way to prevent that.
Another attempt would be to limit the table's overall chat rather than one of the individual player. That would have to be depended on the number of seats. You could also give players time depended on their activity aka people who talk less get more time.
What do you think about it? By game option I mean an optional choice (slider) when creating a new game
