Game option: Allow dead players to chat #1500

Have a game option which allows dead players to type in chat in casual games. Could be interesting for gun games.

This is against the rules in casual games that are not custom. Do you recommend a setting for custom games?

Yes if it's not allowed in casual games.

Isn't against rules anymore in casual/customs afaik, only in practice/ranked.

This would only be an option for custom games anyway :/ the rules don't particularly apply
