Terms and Conditions unacceptable on moble #1579

The Terms and Conditions popup occupies the whole screen on mobile devices, and cannot be dismissed. Workaround is to view the desktop site, then go back to mobile view.

Oh wait nvm I see how on some screens this might be a problem

This should get fixed as https://github.com/cozuya/secret-hitler/pull/1570 's concepts get propagated throughout all modals. Shouldn't need to be particularly resolved in any other way.
