Adjust timer funcionality #1908

So, I was thinking we adjust what happens at timer. Overall the current functionality game wise will continue the same as it is. However, a timer vote will result in a review from mods. Depending on mod review an elo penalty can be applied. Losers of said game will get the elo from said penalty divided by number of losers.

This seems like it'd add a lot of work for mods, and be probably extremely polarizing given that the AFKs that would result in timer votes already have precedents set in terms of punishments and revoking Elo in addition to that would likely be very problematic and a poor precedent to set. I'll leave the decision to @mooira though.
