Well, in practice, it doesn't work. The locales were desynchronized and it was a pain to resolve conflicts for languages I don't speak.
It's our fault if the locales get desynchronized, we need to find a way to better manage this on our side, instead of closing a door to contributors.
Is this a path we decided to follow? It will prevent users from submitting patch for locales from Github. I know that allowing fixes from both Transifex and Gihub make the merge a little bit harder, but it only require to be more attentive when merging. By removing locales files from Github, we'll loose contributions from users that don't want to register to Transifex. Doesn't look like a good way to ease contribution.
