We use the thumbnail of the first photo of the album as the thumbnail of the album, or display “no photos” if we can't access this thumbnails. But generating thumbnails may take some time, so, when users create an album and put photos into it, the album still display the No Photos cover.
So I think we should use another cover when album is not empty but we are unable to get a thumbnail picture.
