Unable to create SystemFunction when a VP is installed and contribute a semantic decoration #364

Due to an NPE, most of the creation tools are not working when the RequirementVP is installed. The Requirement VP contribute a Decoration in the osdesign which should be removed until the fix of this issue in Capella.
