Validation rules for Modes & States and function availability #420

Added new rules and updated the existing rules related to validating functions, scenarios, functional chain regarding Modes & States availability.

  1. Check that all the functions involved in FunctionalChain are also active in modes and states as FunctionChain: DWF_DF_05 (updated rule)

  2. Function is not available in at least one Mode/State allocated to a functional chain in which the function is involved: DWF_DC_35 (new rule)

  3. Updated the message of DWF_DS_22

  4. Fixed bug: fixed bug, when adding states under Operational Context, it was impossible to see the states in the lis of avaliable states when selecting an operational activity, capability or operational process.
