[RichText] Mange the ReadOnly state of the Documentation tab of the Activity Explorer the same way as other Richtext components in Capella #437

The ReadOnly state of the Documentation tab of the Activity Explorer is not managed the the same way as other Richtext components in Capella. It should be based on the IReadOnlySectionHandler to response to whether it should be read-only or not.

Another bug has been fixed also is the Ctrl-S action is not taken into account. Steps to reproduce:

  1. Open the Documentation tab
  2. Modify the text
  3. Ctrl-S
  4. Click on an element on Project Explorer => The session is in dirty state again.
