MDE-Reporting configuration doesn't work when Log4J configuration is overriden

On Capella, users can choose levels to be logged and appenders through 'Windows/Preferences/MDE-Reporting'.

Log4j current implementation provides its own mechanism to extends the default behavior of log4j where user and additional plugins can override the default behavior. But its the first plugin loading its configuration that will be considered as the default one, so we can't rely safely on this mechanism.

Anyhow, in Capella, these customization must comply with user choices defined in Windows/Preferences/MDE-Reporting.
